Ruling party MPs dissatisfied with the budget

Biratnagar : Stakeholders have concluded that the participation of the Dalit community in the budget of the Union and State Governments is low and there is a problem in their intentions.

Speaking at a program organized by the Resource Development Forum for Human Rights (REDEF Nepal), former Minister of State for Social Development and Member of Parliament for the ruling party Jasmaya Gajmer accused the practice of forgetting the Dalit issue of failing to uplift and develop the Dalit community.

He alleged that no one had the courage to come up with a plan for the transformation of the Dalit community, even though everyone would address the issues and agenda of the Dalit community.

She said that the issue of Dalit community could not be raised in the recently released budget of the state and local governments. He said that the state has brought programs to address the issues of dalits in the style of the federation.

State MP Umita Baraili has included the word Dalit in many places in her policies and programs. But there is no budget for practical use.

He said that the implementation of the budget including end of untouchability, Dalit Empowerment Act, construction of Dalit museum was brought last year but no implementation has been started so far.

Stating that the budget brought in the policy program is a style of lying and squandering, he accused the state government of having no morality. He alleged that there was no justification for the government as there was no initiative in the implementation of the budget brought in the last three years.

Budget and Dalit expert Hira Bishwakarma accused the state of failing to bring Dalits into the role of citizens. Accusing the state of never being serious about the problems of dalits, issues and demands of dalits, he remarked that the federal and state budgets were only traditional.

‘The issue of the Dalit community is given ample space in speech and writing. However, in practice, the Dalit community has not been able to experience the kind of transformation that it has experienced. ‘ He said he did not want to.

He also alleged that the amount allocated in the name of Bhagat Sarvajit Memorial Foundation was impractical. Dalit expert Bishwakarma accused that it was necessary to bring different programs on the physical, physical, mental, social and economic issues of the Dalit community but the state could not raise the issues of the lower class.

Pandu Pariyar, a central member of the Dalit Women’s Association (Fedo), said that the state budget had tried to cover other areas but failed to cover the Dalit community. Stating that the budget has not touched the problems faced by the Dalit community in the society, he said, “The budget was released to the Dalit community from the staff side when there was no people’s representative.”

He said that the caste discrimination of ten years ago and the present discrimination were different but the public awareness programs brought by the state were outdated. Stating that the Dalit group with the skills in hand has been neglected by the society, he said, “The Dalit community is strong in agriculture and production.” But society and the state have only discouraged their skills. ‘

He was of the view that the federal government and the state government had not paid special attention to the food, shelter, education, health and employment of the Dalit community.

Researcher JB Bishwakarma accused the state of not being serious about what the Dalit community as a whole is looking for or how their social, cultural and economic upliftment can be done. He said that the state has not been able to play a role in empowering, uplifting, developing and enhancing the psychology of the Dalit community.

Chairman of RIDEF Nepal Umesh Bishwakarma has accused that the budget brought by the government so far has not touched the Dalit community. He said that the budget targeted at the Dalit community could not come due to the weak will of the leaders of the political parties and the wrong intentions of the staff administration.

The participants in the program accused the government of failing to implement the existing laws and failing to bring budget for the upliftment and development of dalits.
